I had an old '01 Silverado with that exact same engine. If memory serves, it was the last of the OEM small blocks with a cabled throttle body. Everything that came after was all electronically-controlled and needed that special skinny pedal. They may not be dead-simple to work on like the old carbed engines of yesteryear but those LM7s certainly have a lot of aftermarket support and parts available which makes them about as simple to work on as possible in the modern era. The next step up would likely be an LQ4 - if you want an engine that'll take mods 'til the cows come home, that's the one. I've heard of drag-racing guys using that LQ4 block to the strip with well in excess of 1000hp and who knows how much torque. (And, yes, I know the LQ4 and LQ9 are differentiated only by the heads - the LQ4's heads are dished out a bit more to lower the compression ratio while the LQ9s are filled in raising the compression ratio. They're otherwise identical.) Once you do a proper shakedown and fix the overall chassis issues, swapping in any other GM small block ought to be a piece of cake.

Check that you have full opening of the throttle butterfly.... when you were showing the pedal moving it, there was a clonk like the pedal bottoming out, but the butterfly was no where near fully open....
